Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair; Chuck Crickman, Members; Bill Annable, Alternate.

Ms. Holmes called the meeting to order at 4:07 p.m.

ADMINISTRATIVE

GLEON 13 Conference
Ms. Holmes reported on the Global Lake Ecological Observatory Network (GLEON) meeting held October 10 and running through October 14, 2011. Over 100 scientists from the U.S. and foreign countries were in attendance to report on the GLEON buoys placed in water bodies throughout the world to measure oxygen levels, wind levels and water temperature. Data sharing and discussion on global and regional water issues was included during the four day GLEON 13 conference held at Lake Sunapee Resort.  

Wetland Scientist
Ms. Holmes discussed the hiring by the Planning Board of a certified wetland scientist to report on the proposed CAP Newbury Elderly Housing building site and parcel. The decision to hire a wetland scientist was at the recommendation of the Commission. Ms. Holmes said Dr. Rick Van de Poll, Ecosystem management Consultants, LLC,  was hired and will deliver his report on his findings at the October 18, 2011 Planning Board meeting.

Minutes
The Commission reviewed the minutes of September 13, 2011 and made no corrections. Mr. Unger made a motion to accept the minutes as presented. Mr. Crickman seconded the motion. All in favor.

INTENTS TO CUT
Mr. Unger and Ms. Holmes reported on the following Intents to Cut:
  • September 19, 2011, from Charles E. Cox, P.O. box 256, Mechanicsville, PA 18934, for property located on Brown road, Newbury, Tax Map/Lot # 924-259-526, for 3,000 feet of hard maple, 8,000 feet of oak and 3,000 feet of beech and soft maple, by logger Bradley Wheeler, P.O. Box 582, South Sutton, NH 03273.
  • September 19, 2011, from Mark & Anne Hilton, P.O. Box 528, Newbury, for property located on South Road, Newbury, Tax Map/Lot # 45-382-409, 70,000 feet of white pine, 6,000 feet of red pine, 20,000 feet of beech and soft maple, and 6,000 feet of pallet or tie logs, by logger Scott Hill, P.O. 13, South Newbury, NH.
WETLANDS/SHORELANDS
There were no DES permits to review for this meeting.

OLD BUSINESS
There was discussion concerning possible topics for future ConComm-sponsored workshops. Additionally, there was discussion concerning the changes to the Shoreland Protection Act, now known as The Shoreland Water Quality Protection Act. Ms. Holmes suggested developing a mailing to all lake residents reviewing the changes in an effort to help the lake property owners remain in compliance. The Commission discussed the possibility of developing working partnerships with New London and Sunapee regarding this.

NEW BUSINESS

CAP Newbury Elderly Housing Project
Ms. Holmes referenced a letter written by Mr. Annable and published in the Intertown Record that severely questioned the viability of the project based on documented research by Mr. Annable. Kenneth Nielsen, attorney for the CAP project, was in the audience. Ms. Holmes asked him if he wished to comment. Mr. Nielsen said he did not agree with Mr. Annable.

Lake Sunapee Water Quality Planning Workshop
Ms. Holmes reviewed the recent Lake Sunapee Water Quality Planning Workshop that was held on September 28, 2011. The workshop was part of the ongoing research/presentation concerning culverts and water management issues throughout the tri-town area. She said there will be future workshops throughout the winter and topics include funding strategies, storm water runoff regulations and low impact development (LID). She added that the purpose is to encourage all neighboring towns to have similar regulations concerning LID.

There was discussion about developing an informational brochure about the Conservation Commission, its mission, informational resources, and regulations.

Upcoming Conferences
Ms. Holmes reviewed the following:
  • October 30, 2011, Ausbon Sargent Land Preservation Trust 25th anniversary celebration at 4:00 p.m. at the New London Historical Society.
  • November 4, 2011, NH Association of Conservation Commissions Annual Conference from 8:00 a.m. – 3:30 p.m. at the Rundlett Middle School in Concord.  
Mr. Unger made a motion to adjourn. Mr. Annable seconded the motion. All in favor.

The meeting adjourned at 5:03 p.m.
